and --- best I understand --- if "something" (e.g. trucks) is interstate commerce then it is open to Federal oversight and rules

so - if one believes we are a super integrated country (singular) in many ways openly and on purpose and in other ways DE FACTO --- a ton is national

but yes - states have a lot of control locally

yet - I can not - if I operate a restaurant on a busy major highway - refuse to serve people based on their race ----- which is a FEDERAL law that is primary

not black and white - pun intended --- but a good reminder
