I suppose the arms dealer could operate effectively from inside Russia, but I wouldn't count on it. I expect counter measures from the CIA/NSA to track his online activity and phone calls.
If he does travel he won't be hard to track, or to drone strike, poison or push from a window. I'm sure Viktor realizes that he has moved from a safe environment to a very, very, dangerous one.
