They have to first register with OTC Markets, which can take some time (and money), and also requires them to verify who they are (sort of like KYC for crypto).

Once that is finished, there should be a Verified Profile badge (next to the Transfer Agent Verified badge) on the OTCMarkets website for them, and they should be able to start uploading documents (which can take a few days as well).
