That raise in price to .058 was on 200 shares so yes it's manipulated and I doubt it's retail doing it. I don't know what caused the big drop to .041 but knowing the gap from late June it didn't surprise me. I also wouldn't be surprised if it still fills since it got close. The crooks are in charge.
