I don't think we can buy below .0001 I have tried many times, the software on TDA doesn't recognize any digits below .0001 I am sure the MM can do it but us little people cannot do it.

Retail is not permitted to trade below .0001. Wishing for it won't help.

Can only be done by Market Makers and Brokers. Sometimes, if you are lucky, a Broker will place an order for you at a lower rate. But don't count on it happening.
