Looks like your question of 'What is the problem' was answer, the product wasn't marketable on its own. Early last year Chan mentioned GPS Medallion was being upgraded at the request of the counties to include supporting inventory. I thought he had done that rather fast (its a very large complicated problem to tackle).
This deal is probably why Abel was promoted (its Latin American based). What a win win for both companies. IGEN gets much needed capabilities (we don't know the details yet so not sure about funding...suspect not) and Prolog gets a path into the U.S markets and more important government contracts.
I think all should recognize that Abel could bring the people to the table with his connections but it takes Chan, the technolgiest, to close the deal.
