What exactly is unclear? Moderators volunteer their time to enforce the TOS. Posters may report posts they suspect are TOS violations when a moderator isn’t present or if a mod happens to overlook a post. That’s when Admin look at the posts. It’s been explained multiple times in several different ways.

I realize you’re struggling to understand how the site rules work. Whether or not you understand or agree, the entire site has no obligation to completely rework how it functions around what you think it should be.
