Plato is saying that Socrates was wise because he knew he didn't know it all. Plato is saying was that edge Socrates had over the others. The others - the politicians and the tradesmen - thought they were wise in that they gave the impression they knew it all. Maybe it was more their smugness that pissed Socrates off. The fact they sentenced Socrates to death for questioning so much that they believed in showed they were afraid of him.

Now anyone could totally believe Plato and Socrates were wrong. That would be a different discussion. But take it from me. Knowing you really don't know much at all. Fully understanding and being content with that, really can be a source of much inner peace.
