They would have been essentially insolvent by James Baker's grim reaper article sooner than most. The GG buy wasn't helping. Better to survive and push it down the road? Seems they read the article as well or just a coincidence:

Nothing is guaranteed as to SAFE, but despite my displeasure with those who could and have not, I see those who will pass it in '23 as being reasonable in light of the current Federal interference with State's rights, charters of businesses, and the individual in the quiet pursuit of happiness.
