You don't need to promote Happy Hour on the board. It's highlighted on every board all day long for everyone to see.
In case you're unaware of how Happy Hour works, it's not like a conference call where everyone can partake in a discussion. All you're really doing is asking everyone to pm you for individual private discussions.
Any mod who respects the TOU for posting would delete posts of this nature, btw.
Hmmm, I'm sorry that you misunderstood but Happy Hour has always been like that. You have unlimited posts during that hour and then when it's over, the system calculates how many posts you've made and you are either allowed to continue posting or not.
