The ten million shares that were of issuance for the investor relations consultant was restricted for 6 months and held at the Transfer Agent soooo.....

I believe if the shares were sold the restricted shares amounts would have decreased.

Because the holder would have had to provide a legal opinion to the TA to remove the restriction and deliver to his broker.
