The share price should reflect the achievement level of the Clinical Trial and other activities of the company. You have nothing until adoption of a new drug. So that being said, I believe it does reflect current value according to investor sentiment and the SEC intrusion and the CE. Unfortunately for some of us who actually are long on the stock.
Of course if you are connected like Pfizer You can make billions of dollars from the government on a drug that did not have to pay to get thru Clinical Trials. Ala So called Covid Vaccine.
