What happened to that "timeline for registration" mentioned in those articles??

Looks like HHSE has still not filed a Form 10.... as of today, almost TWO MONTHS after the date that the CEO himself declared was the "anticipated filing date" for the Form 10-12(g).

Does he just issue the press release and fail to do what he promises?
Or does he issue the press release and hope people will forget by the time the date comes around?
Or is he just a complete idiot?
