It is. My first impression is it elevates everyone and scrunches the mid-upper tier players together relatively.

But consider under the old scoring system a player who birdies, then bogeys, will have a net score of 1. His playing partner going par-par has 2. Not that this is good or bad, just something that might be exploited.
