Happens every time a RS is done, depends on how quickly the holdings are updated and it seems to vary by broker.

One of the examples I watched and posted here about that uplisted with a RS and offering I've looked up the day it all happened. If you'll start reading forward from the post below, you'll see the folks who'd held through it all complaining that they couldn't trade the stock until their holdings were finally updated:

That stock was bid up to a split adjusted $33 ahead of the uplisting and dumped immediately below the offering price on opening on NASDAQ.
