These shortages occur because of the production/manufacture limits that FDA places on pharmaceutical companies that make generic Adderall. For example if a company made 100 pills in 2018 the most they would be allowed to produce in 2019 would be 110 pills as production cannot exceed more than 10% from the previous year.
