Why would Olayinka Oyebola & Co(The Nigerian accountant) not be allowed by the Sec?

Olayinka Oyebola & Co was on the ccaj otc page last fall. The attempt at the removal of the shell was this last spring. How do you coincide this with the statement that the accountant was hired after the shell remove attempt?
