It was originally, but NB/NIOBF made it clear when it moved the corporate headquarters to Colorado in the US that it did so because all of its business interests right now are in the US, as the project is in Nebraska, USA. The company has also indicated that it eventually plans to have its stock traded on a major US exchange, e.g. NYSE
