If we are going to get positive news, I hoped he's filed by then so there will be a liquid market.

If he hasn't filed and there's positive news, then anyone trying to sell some shares would be at the mercy of the market makers who wouldn't be obligated to fill at a fair price. And if someone wanted to buy on positive news, they wouldn't be able to buy at any price.

Not having a liquid market is problematic. I hope he files soon.
