If the "secret plan" was to have two decades of ineffective and unsuccessful trials with less than competent attorneys against the absolute worst defendant one could choose, then yes...there is a secret plan.

The secret plan, the plan to nationalize the GSEs under guise of conservatorship has been in motion since 2008.

This is why our negotiator is assessing moral and punitive damages quarterly, calculated as of end of 2016, when it was estimated that FnF met a normal capital requirement.
Our only defense strategy.
With the secret plan theory, Fannie Mae met the threshold to resume the dividend payments in the 2Q 2021 and Freddie Mac in the 3Q 2021, after which the compensation for moral and punitive damages rose to 12% from a 6% rate on a $50 JPS par value.
The fact that it's been uncovered 6 Securities Law violations, most of them with complaints filed with the S.E.C., will make sure that we get this compensation in full.
