You're talking retail, he's talking MMs trading between each other. L2 shows it regularly. Watch for some premarket trades printing on Monday, will probably have a few before the open bell. Imo the more there are, the more MMs expect volume

There is no pre-market in the OTC. You can place a buy order but it won't go through until the opening bell.
