It makes sense to go to Portugal to learn about best practices, etc. in a language you understand. I would think.

Random event...I think not.

They are planning based on the information that they have been provided by the STP oil agency. It's not like they have alot of money to spend out of the government's frugal budget if this wasn't with some seriousness.
