So, going by that response from the USAID rep, it appears that this statement is an outright lie.

It now has been sent to the Colombian office to carve a budget for allocation.

Not quite what I would call merely taking liberties.

And, of course, no follow up. Just silence. Like so many other announcements that nothing came of.
