I didn't say outright production, I said initial "begin production operations"...

Production would not be carried out by an expensive exploratory drill ship designed to spud deep water... they would have to transition to a plain vanilla production ship / platform to go full scale. Not to mention install FSPO and infrastructure and on and on.

But that's not to say they can't lay the connections and transition equipment in phase 3 to facilitate for a phase 4 producing phase, imo.
