Do just enough to keep an appearance of a legit operation ( easy to do with SEC requirements for these types) and tap the piggy bank relentlessly.
Been done by thousands of companies and will continue.
Every now and then a Co. may stumble onto an actual product or service, but it’s usually just by dumb luck or an unexpected circumstance. ( Covid for instance in this case).
Even with the unforeseen opportunity that presented itself, this Co. still failed to capitalize on it in a successful way.
Recent SEC requirements have eliminated many of the real shams but if you play by the rules set forth it’s still an easy road to riches at the expense of the retail investor.
