Can only be an institutional MM, whether foreign or not there are deeper pockets loading shares, so standing orders are out there and are being executed with algo trading.
I cannot recall every seeing this type of trading on an OTC stock before, once again there if much more going on with the trading than know even with this low volume. Undercutting the ask with a 5 decimal trade and it not being a MM short is very very strange
