I'm not sure why this has become just a theory .
This was always the plan.
Vietnam has always called the kbl proposal a High-tech Silkworm Research and Development or Breeding Research Center.

According to the plan, the project of the High-tech Silkworm Research and Development Center is expected to be divided into different phases, in which the focus will be on investing in the construction of the Mulberry Silk Complex

Here, KBL will build high-quality mulberry nurseries to raise silkworms and provide seeds for cooperatives and households. Along with that, the Breeding Research Center will be formed to produce high-quality hybrid silkworms to supply silkworm eggs.


The only shift I've seen from the plan is that kbl has found a property that was designed for sericulture that had enough space to build another structure for expansion instead of building a whole new facility from scratch. Lucky for kbl this saved alot of time.
Phase 2 was supposed to be building the new Breeding Research Center.

Phase 3 was 3rd party contracting


Unfortunately kbl continues to release poor pr's in regards to the plan.
