While rolling out a technical platform, integration, expansion etc is difficult and time oriented, there's been enough jaw boning on previous disclosures of significant pending values, that are yet to be realized. The licensing event will be huge, if their JV partner and collaborations ever get the green light. Whatever is holding things up, should be cleared as soon as possible. They should also refrain from indications of news events without following through on disclosures stat.
Having said that, L2 actions still indicate additional attempts at bagging up cheap shares.
