are the financial delays playing into it at all?

My guess would be yes. Management is purposely delaying posting fins and whatever else they have until "someone" has accumulated as many cheap shares as they are intending to.

May not be ethical or even legal, but heck, whoever said the OTC was not subject to unethical and maybe even illegal manipulations??
