both HYSR and HTOO produce hydrogen from a standalone solar panel/array. with nothing apart from water being required. Big difference is the HTOO Hevo device has regular solar panel technology combined with an integrated electrolyzer so doesn't require any nano-particle photosynthesis techniques.
IF HYSR can produce things they should get better production rates, but they are 2 years behind HTOO at least. They are installing on site for a truck refuelling station this year. (generating the power for the station as well as the H2) and also producing for utilities in the Sines project
