The statement might be from this FY CC, but the issue was backward looking, reflecting on the past. There was purpose in the statement...he did not have to say it, as opioids were not on the table for discussion, until it was suggested some explanations might be helpful. (Ah, the value of sending in not just questions but suggestions!)
