Until the SEC and DOJ announce an action. the specific violations and violators will not be made public. SEC has two major violations it acts on - stock fraud and insider trading. SK looks like he committed insider trading by selling prior to CD1) data release when the data was available. He participated in community the "manipulated" CD10/CD12 reporting with NP. Looks like he is culpable.
But again. we won't know the final outcome until SEC/DOJ act.
