The scumbag CEO receives money from multiple sources. It is a shell game. He gives himself a tremendous salary (although a part of it is deferred until a later date), he gives himself a 20% bonus every year, he gives himself a 6% pay increase every year, he gives himself free health insurance, he gives himself a company car, he gives himself a golden parachute (for when he fires himself), he gives himself free shares, he gives himself free options, he gave himself a property in Texas, etc. He is making out like a "fat rat", while shareholders are left holding their bags of golden poop.
