Yeah, perfectly understandable. You buy from a broker who has no shares in inventory. That broker sells short to you and then goes to the market and covers those shorts when he buys them from the axe... If all brokers had shares in inventory there would be no short volume. Since they hold no inventory they short and cover almost instantly but still are require to report as short volume...
When volume goes up, short volume goes up. Easy.....
