And a RS WILL decrease the shares not increase.. Them. And they need to go up thats for certain if they wanna make a uplist. But also gotta get share price back up as well.

Yes that's correct about the float. As you said they need to get the float up but also the stock price, with a forward split the stock price will go down so they have no chance for the 3 or 4 dollar threshold that Nasdaq wants (depending which way they go) so it's a problem. The thing is that once the O/S increases the float will increase as well after some time. That said they will probably don't say a word for the next 2 years so we probably talking about something that isn't there anyway lol.
