It seems to me if they dumped all of their shares when PPS was higher than 0.1 they could have got more money! LOL There were some days with good news and high volume! Probably some restriction or agreement prevented them of that.
Anyway I think they will be done sooon!

I am thinking you are correct, looks like total left was 2M shares, subtracting float and held DTC, The amount of held DTC and float have been the same since last year
