I think you are reading way too much into this. My take is the used major distributor to signal their big distributor. What I was hoping to see, and maybe lost in translation, is does SNPW have exclusive distributor rights in America - meaning Foxess is precluded from authorizing other distributors although SNPW, if a master, could authorizes subs under their exclusive.
