I have to admit I know zip about maritime law....but common sense would say that anybody abandoning a boat that has the potential to create an environmental disaster, and also a physical safety hazard......should be held responsible. Maybe someone with some nautical background can tell us how that is legal.
If nothing else, it is pretty unethical/irresponsible.
