Could uplist w/o revenue. But, they would need several millions of $ in bank. Of which amount they NEVER have unless some large institution loans it to them. Don't see that happening here.
So. They can talk about uplisting till their blue in face just to pretend and fool some people that don't know stips required. But, those people also don't have deep enough pockets to make a difference.
