The company is going to RS the outstanding shares not the authorized shares. More often than not the AS stays the same after a RS. At least these guys are lowering the AS from 800M to 250M.
The offering you are talking about will not happen until Nasdaq is approved and the RS happens. That means no raise to the authorized shares. There is no reason that all 3 things will not happen. Quite possibly simultaneously.
