If that were the case why wouldn't biden just fund his housing projects now while his party has control of both chambers?



What I mostly referring to was their perception of whether or not they will be around after the next presidential election. I think its safe to assume that any change to the status of the GSEs or the housing programs won't come through Congress.
Also, with the high recap standards, in general, they would have to wait until later rather than sooner to sock away more money (realizing that the SP/LP grows to).

A loss of seats in the Fall of 2022 certainly sends them a message. If you were the administration and wanted to leave a legacy - and were sitting on a pile of housing related money - that you could also control going forward if you set this up right - what would you do?
