That means
1) Those posts did not violate TOS
2) They did violate TOS but nobody reported them, and the mods did not remove them.

Ideally mods would remove TOS posts. The "report" button alerts Admin to a possible TOS post.

Regardless, the "They are doing it too..." excuse doesn't work in most situations in life.
