I guess to answer my own question it appears coin payments only offers the ability to pay merchants at this time. Bitgift would provide the ability for individuals to send to each other, like a Venmo

Moni may be using thier secure platform to process backend payments into MONI's wallet, remember they plan on a wallet offering as well.
Instead of reinventing the wheel, seems they decided to partner with a backend provider that already has proven, secure technology.Saves MONI time and R&D.
