Yes, it is. They filed it. Unless they cancel it like last time, it is still happening anytime from now to 1 year timeline (it could be tomorrow). After 1000:1 R/S, the AS still remains the same, 1B. So, basically, they are increasing the AS to 1T (1000x1B) based on current share structure before R/S. Hope it helps.
