They are trying hard, but cant blame them. It is only one if the most undervalued companies in the whole OTC.

They won't be post split - assuming a split is acted upon. Why else would this be in the 14c if for not to increase the authorized shares back up to 1b post split. As you said, it is already at 1b so what else could it mean.
