The outstanding share count is meaningless. What matters is the market cap (what the company is currently worth based on share price and outstanding shares), and how quickly the outstanding shares has been rising (dilution) vs volume. The real and only problem here is interest and volume. The company is very bad at getting their name out there, very bad at communicating with shareholders (basically nobody is in contact with the company, company does not answer a single question via tweets or website inquiries). No name change, so random people looking into the company decide not to buy because the name is biodiesel.
