It might be contingent upon moving to the new exchange, which has been held up by FINRA as per the interviews.
My theory is FINRA drags their feet until someone, hedge fund, MM, etc has had time to cover their naked short. Lot of these tickers were driven into the ground. When they come back to life, we see all the whiners fill the boards claiming fraud.
