I literally oversee an entire region in the builder business. Even with interest rates climbing 2% which is close to a 100% increase from the lows, people are still buying with majority leaving big down payments. Material isn't going to get cheaper. Builders who put that type of development on hold are short sighted and lose long term. Take 2% less profit and learn to cut cost in other areas.
