In previous blog posts, the HHSE CEO has made the following claims about the Form 10 filing.

- "It's finished, and all the papers have been sent to the auditor"
- "Nothing will prevent the filing of the Form 10, unless the CEO is abducted by aliens."
- "It's imminent!"

But somehow, with one excuse after another for some ten years, it never gets filed.

When does a ten-year record of idiotic excuses, simply get labeled as what it is:
