If he uses shares as a control block to make a deal and bring in a better company then it's good and the new shares would be restricted I assume, so they won't be tradeable, just exist so the company keeps majority control.
He's never pointlessly diluted any of his stocks, and I can't even think of a single time he ever diluted a stock.
I'm leaning heavily towards him doing it to bring in a higher quality company.
